Dr. Devin H. Kuller earned his Bachelor of Science in Biology from Syracuse University in 2008 and his Doctor of Dental Surgery (DDS) from NYU College of Dentistry in 2012. He completed two years of post-graduate residency training at Wyckoff Heights Medical Center in Brooklyn, gaining advanced experience in comprehensive dental care. After practicing for seven years at a large group office on Manhattan’s Upper West Side, he returned to New Jersey to co-found the Dental Health Center of Toms River alongside Dr. DiCarlo.

Originally from Somerset County, Dr. Kuller is a dedicated New York Giants fan who enjoys golfing and spending time along the Jersey Shore. He lives in New Jersey with his wife, Morgan.

Dr. Brooke Kelly-Smith brings a warm, patient-focused approach to care, backed by years of advanced training and experience. A graduate of the University of Medicine and Dentistry of New Jersey (now Rutgers School of Dental Medicine), she went on to complete a General Practice Residency at Jersey Shore University Medical Center, where she gained invaluable hands-on experience across all areas of general dentistry.

Dr. Kelly is a certified Invisalign provider and has been helping patients achieve confident, straighter smiles since 2008. She is highly skilled in comprehensive implant restoration and enjoys providing personalized care for patients of all ages. She is also an active member of the Monmouth-Ocean County Dental Society.

Outside the office, Dr. Kelly stays active with her family and enjoys beach days, skiing, rock concerts, and cheering on her favorite basketball teams. A proud alumna of Sacred Heart University, she played Division 1 basketball for the Pioneers. She lives with her husband Patrick, their two children, and their goldendoodle, Reef.

Dr. Kelly knew early on that dentistry was her calling—thanks to the positive experience she had with her childhood dentist in Medford, NJ. Today, she’s passionate about creating that same welcoming, encouraging environment for every patient who walks through the door.

Inspired by his Staten Island roots and early experiences in medicine, Dr. Michael DiCarlo originally considered becoming a pediatrician but ultimately found his calling in dentistry. He brings the same warmth and compassionate care he once admired in his childhood doctors to every patient he sees. Dr. DiCarlo earned his Doctor of Dental Surgery degree from NYU College of Dentistry and completed his General Practice Residency at Staten Island University Hospital, where he was selected as Chief Resident. During his training, he was recognized for his clinical excellence in treatment planning, implant placement, and advanced esthetic restoration.

As the founder of Dental Health Center, Dr. DiCarlo is committed to delivering relationship-based care rooted in trust, comfort, and exceptional outcomes. He continues to elevate his craft as a faculty member with Spear Education and a Fellow of the Academy of General Dentistry - two roles that reflect his ongoing dedication to clinical mastery and lifelong learning. A loving husband and father of four, Dr. DiCarlo balances his practice with a full family life, including coaching his daughter’s flag football team. He leads both his team and his practice with the values that guide him daily: Family, Faith, Fitness, and Friends.
